
Management Team
Mr. Ciaramicoli joined Tri-County Medical Associates in 2001. He served as chairman of the board of Tri-County medical and as a trustee of Milford Regional Medical Center before taking the helm as President. In his role, Phil is responsible for leadership, strategic planning, and growth and development of the group. A key component of his role is physician recruitment and retention. He spends much of his time working collaboratively with physicians on various quality and efficiency measures, including implementing several healthcare reform models.
Phil is a member of the senior management team at Milford Regional Healthcare System and works closely with the system’s CEO and the hospital’s President on strategic decisions. Phil also services as our administrative representative to Partners Community Healthcare, Inc. (PCHI) and is on several PCHI target setting and cost containment committees.
Phil received his BS in Economics from the College of the Holy Cross, his MBA from the University of Massachusetts, and a Master of Science in taxation from Bentley College. His professional career began at Deloitte & Touche, where he worked in both the audit and tax departments over a ten-year period. Prior to joining Tri-County Medical Associates, Phil was a tax partner and director of tax operations with Carlin, Charron & Rosen LLP, a regional public accounting firm. Over his career, he worked with many clients in the healthcare industry.
He is a Certified Public Accountant and is a member of the American Institute of Certified Public Accountants. He is a member of the Medical Group Management Association and attends several MGMA conferences and seminars throughout the year.
Phil combines his leadership abilities along with his expertise in the healthcare and financial industries to continue to develop and improve our system. Phil grew up in Milford and is committed to bringing quality healthcare to the community in which he resides.
Ms. Bibeault joined Tri-County Medical Associates in 2007 in the newly created position of Training Manager. In this capacity, she developed the current employee and physician training programs as well as implemented staff development trainings.
In 2009, in addition to her training department oversight, she was promoted to Practice Manager at which time she assumed the management of six TCMA offices. In this position, Zofia was responsible for all budgeting, scheduling and staffing. In 2011, Zofia was appointed to the position of Director of Operations managing TCMA’s 23 multi-specialty practices focusing on daily operations and practice growth. In maintaining operational efficiency, Zofia also manages the Purchasing, Marketing, Training and Clinical Care Coordination departments.
Zofia has over 30 years of experience working in the healthcare industry. She graduated from Boston College with a Masters Degree in Social Work and Bryant University with a Masters Degree in Business Administration.
She worked as the Director of Clinical Social Work for Landmark Medical Center for thirteen years and was appointed their first Corporate Compliance Officer. Zofia subsequently started an independent management consulting company and has travel throughout the US in various consulting capacities.
Nancy has been a member of the Milford Regional Healthcare System since 1987. During that time, she held several leadership positions both at the Hospital and at Tri-County Medical Associates. Nancy participated in the growth of Tri-County from its infancy in 1992 where she supported the Benefits, Employee Relations, and Compensation functions. It was a natural progression for Nancy to join Tri-County in 2002 and develop the Human Resources Department.
In 2007, Nancy became very involved with the overall operations of Tri-County’s practice locations. She led the Administrative EMR implementation team and oversaw the billing and coding department, IT department as well as marketing and purchasing departments.
Nancy, reporting to the President, is currently responsible for Physician Recruitment, Lease and Contract Development, Strategic Planning, Office Design Management, as well as Patient Satisfaction and Project Leadership. Nancy serves as Tri-County’s Liaison for Partners Community Healthcare (PCHI). In this role she is responsible for analyzing, developing, and communicating workflows to assist our offices in meeting quality and efficiency targets and measures.
Betsy joined Tri-County Medical Associates in January, 2008. She manages the Coding Department, Claims Department, Cash Office, and Credentialing. She is responsible for researching current regulations and trends in the medical industry, continually monitoring charges and reimbursement to ensure optimum payment for all claims, educating staff and physicians in the areas of electronic practice management usage, coding, billing, reimbursement, and effectively implementing and maintaining our electronic practice management systems.
Betsy has over 25 years of experience in the medical billing and coding industry. Before joining TCMA, she was employed by Brigham and Women’s Physician Organization, Brookline, MA in various capacities including Coding & Compliance Manager, Revenue & Operations Manager, and Coding Specialist. She was also the President and Owner of a Medical Billing & Collections Agency for five years, and she spent ten years at UMass Medical Center in several positions in Billing and Financial Services.
Martha was hired as the Billing Manager for Tri-County Medical in 2000 and she also served as our Operations Manager for three years. Currently, Martha is responsible for our regulatory requirements including HIPAA, OSHA, and risk management. She has been instrumental in the design and implementation of our Electronic Medical Record system which we converted to in 2007. She continues to work with the various interfaces, specialty specific enhancements and product upgrades as they become available.
Before joining Tri-County, Martha worked for Hawthorn Medical Associates, a group similar to TCMA, as the Billing Manager. She also brings with her experience as an Office Manager in both primary and specialty care, and worked in both provider relations and claims at Blue Shield and Tufts.
Carman has been the Controller for Tri-County Medical Associates since 2001. She manages the Finance Department which includes a Staff Accountant, Payroll and Accounts Payable Coordinator and a Finance Assistant. The Finance department prepares the annual operating and capital budgets, as well as monthly financial statements for the organization, for each site and each physician. The Finance department is also responsible for the payroll and accounts payable functions for the organization.
Carman has a Bachelor of Science degree in Accounting from Boston College. Prior to joining Tri-County Medical, Carman worked in the healthcare finance environment for eighteen years at MetroWest Medical Center and St. Elizabeth’s Hospital.
Bob was hired as our Director of IT in 2001. He is responsible for developing policies and procedures for the IT Department, working on contingency plans, and creating reports for the administrative staff. He spends much of his time looking at ways for the company to increase our efficiency, become more automated, protected and educated in relation to our systems. Bob manages our IT Supervisor, a Senior Support Technician, two Technical Specialists, and the Information Systems Assistant. Bob also works with Milford Regional’s IT Department to coordinate common goals.
Before officially joining TCMA, Bob worked for Milford Regional’s IT Department for thirteen years. Bob advanced within the department and became responsible for maintaining the hospital network. In 1992, when Tri-County Medical was created, Bob began handling much of the data communication needs for TCMA.
Sue joined Tri-County Medical Associates in 2007 as the company’s Recruiter. With her extensive knowledge and experience in Human Resources, Sue’s role expanded into employee relations, compensation, benefits, performance management, and policy development.
In 2011, Sue was promoted to Director of Human Resources where she continues to promote employee engagement and development. Under Sue’s direction, Tri-County Medical Associates is committed to developing highly skilled employees who work together to provide exceptional healthcare services to our community with dignity, compassion and respect.
Prior to becoming a member of Tri-County Medical Associates, Sue was the Director of Human Resources for Daymarc/Delta Design located in Littleton, MA, a leading manufacturer of automatic test handling equipment for the semiconductor industry.
